BCC Bylaws

The By-laws of the Belleville Chamber of Commerce were updated to reflect compliance with the Board of Trade Act, Part II and were approved by the Membership in January 2024.

The Governance committee made recommendations to the Board, submitted to the membership for approval that included some significant changes to the annual practices of the Board of Directors.

These changes include:

- The removal of appointments and/or ex-officio directors.
- That Directors are elected annually for a one-year term up to six terms.
- That the term of office commence May 1st and end April 30th.
- That the financial statements be presented at the AGM.
- That the election of the President, Vice-President & Secretary take place at the AGM.

As such, nominations to the Board of Directors and Committees of the Board shall be open through March/April and confirmed through election if required by the end of April.

Goal 1: Be the Voice of Business
The Chamber will strengthen its role as a proactive policy advocate recognized by municipal, provincial, and federal governments. As the Voice of Business, the Chamber’s credibility depends on its ability to understand member priorities, bring business issues forward to the appropriate decision-makers, and demonstrate that its advocacy reflects the broader economic development needs of the community.

To achieve this, the Chamber will establish consistent processes for identifying issues, engaging members, collaborating with partners, and communicating advocacy work back to the membership.

Objective 1: Raise Awareness
The Chamber will increase awareness of its advocacy role and strengthen two-way engagement with members, community leaders, and elected representatives.
Objective 2: Position the Chamber as a Reliable Advocate
The Chamber will be recognized as a consistent, informed, and constructive advocate for business, economic development, and growth.
Objective 3: Communicate the Effort
The Chamber will communicate its advocacy work clearly and consistently so members understand how their voice is being represented.

Goal 2: Support the Membership
The Chamber will be recognized as Belleville’s leading business organization through a membership base that is representative of the sector, size, and cultural diversity of the community.  At its core, the Chamber is an advocacy organization guided by the needs of its members. To support the credibility of that work, the membership must reflect the business community it represents.

As business demographics change, membership-based organizations must be clear about the value they provide. The Chamber will align member expectations with its mission to connect, represent, and share, while strengthening onboarding, engagement, retention, and member-exclusive opportunities.

Objective 1: Strengthen Membership Insight and Retention
The Chamber will use data, member feedback, and participation trends to better understand membership needs, measure engagement, and support retention.
Objective 2: Strengthen Engagement
The Chamber will improve the member experience by helping members connect more intentionally with the organization and with each other.
Objective 3: Expand Member-Exclusive Opportunities
The Chamber will strengthen member value through exclusive benefits, recognition, referrals, and opportunities to do business with other members.

Goal 3: Model Sound Business Practices
The Chamber will be recognized as a leading example of sound business practices, strong governance, and professional organizational management.

The Chamber should be viewed as a highly efficient and professional business organization. With a strong governance structure, skilled volunteers, and effective committees, the Chamber is well positioned to focus on activities that align with its mission and vision.

The Chamber will direct operational capacity toward strategic initiatives and business commitments that support advocacy, community partnerships, membership retention, and engagement.

Objective 1: Strengthen Risk Management
The Chamber will manage organizational risk by strengthening financial sustainability, brand clarity, internal communication, and succession planning.
Objective 2: Align Planning and Decision-Making
The Chamber will ensure activities, resources, and decisions are aligned with the strategic plan, mission, and vision.
Objective 3: Strengthen Governance
The Chamber will maintain sound governance practices that support accountability, clarity, and future-focused leadership.

2025 was a year of momentum for the Belleville Chamber of Commerce. From a packed event calendar to 51 ribbon cuttings across the region, our members showed up — and so did we. Here's a look at what we accomplished together.
CONNECTING Our Community
- 663 people attended our eight Chamber Breakfasts.
- 1,008 people joined us across 11 Mingles and Patio Pop-Ins.
- 65 businesses participated in Small Business Week's 'Not A Trade Show'.
- 31 members gathered at our AGM luncheon
REPRESENTING Local Business
- Coordinated 51 grand openings and ribbon cuttings across the region.
- Attended the Canadian and Ontario Chamber Conferences on behalf of our members.
- Partnered in the Quinte Business Achievement Awards, celebrating regional excellence.
SHARING Member Milestones
Our President's Dinner & Cornerstone Awards were attended by 169 people, celebrating our 'Disney-Bound' theme. Our 2025 Cornerstone Award Recipients were:
- Citizenship Award: Dr. Aruna Alexander
- Founder Award: Jeff Cox, Carl Cox RV
- Mentor Award: Amber Darling
- Visionary Award: Lisa and Rob Hallsworth
- Lifetime Achievement Award: Bernie Ouellet
- Legacy Award: The Raycroft Family

Our Golf Tournament, held in partnership with Habitat for Humanity Hastings & Prince Edward, was a sold out event that brought members together on and off the course for a great cause.
